GIS Administrator, Waterways Ireland


 

JOB TITLE: GIS Administrator

 

SALARY SCALE: £30,721 - £31,352

                                   

LOCATION: Enniskillen, Co Fermanagh

 

HOURS: 37 hours per week

 


SUMMARY OF ROLE

 

The main objective of the post is to provide GIS support to Waterways Ireland’s Property & Legal Section. The role is based in Enniskillen but may involve travel throughout Ireland visiting various sites. The post holder will be responsible for updating and ensuring the Property layers on Waterways Ireland’s GIS application are accurate and up to date, whilst providing maps for the Property & Legal Section where required.

 
 
KEY FUNCTIONS

·      Creating, digitising, geo-referencing and analysing geospatial data using Environmental Systems Research Institute (ESRI) ArcGIS.

·      Preparing land registry compliant maps for first registration, agreements and progress reports.

DUTIES AND RESPONSIBILITIES

 

·      Provide GIS administration support to Waterways Ireland’s Property and Legal Section / Senior Managers.

·      Georeferencing historic deeds (scanned) to modern mapping and uploading to Waterways Ireland GIS application.

·      Creating geospatial data for Waterways Ireland GIS application and update and record details of assets surveyed. disposals, acquisitions and agreements.

·      Prepare maps which are Land Registry compliant (AutoCAD format).

·      Comparing Waterways Ireland ownership against land registry mapping and other mapping.

·      Prepare maps, plans, sections and elevations from surveys as required by the Property & Legal Section for registration of assets and completing agreements.

·      Collaborate with Waterways Ireland surveyor, engineers and other stakeholders, where appropriate.

·      Maintain administrative records backed up by documented methodology, recognised standard and to acceptable accuracies.

·      Preparation of progress reports and briefing materials for senior staff as required.

·       Convert GIS data from one geographic projection to another, e.g. ING to ITM, and ITM to WGS 1984.

·       Convert GIS information from one format to another, e.g. spreadsheet to Shapefile (GIS format), CAD to GIS, Polygon to Point.

·      Liaise with the GIS Manager as and when required.

·      Other tasks as may be assigned from time to time.

·      Comply with and actively promote Waterways Ireland policies and procedures on all aspects of equality.

·      Complete all training as required by Waterways Ireland within specified timeframes.

PERSON SPECIFICATION

 

Candidates must be able to demonstrate that they meet the eligibility and essential criteria in their application and at interview. Desirable criteria may be used as necessary in the selection process.

 

Eligibility Criteria

 

A level 6 in National Qualification Framework (NQF) or equivalent qualification in a relevant subject which includes Geographical Information Systems (GIS), AND

 

Hold a current valid driving licence and/or have access to a form of transport which will          allow the jobholder to carry out the functions of this role across multiple sites.

 

 

NOTE: Applications will also be considered from candidates with relevant formal qualifications considered to be of an equivalent or higher standard to those stated above.

 

 

Essential Criteria

 

·      Experience of using ESRI ArcGIS software, GIS data formats and coordinate systems.

·      Proficient in the analysis / processing of GIS data and Land Registry data.

·      Experience in data conversion and digitising.

·      Experience of reading, understanding and preparing maps.

·      Experience of working with  Microsoft Office.

 

Desirable Criteria

 

·      Experience in the preparation of well-structured written material which summarises and identifies key points.

·      Experience in digitising historic paper maps to GIS datasets.

·      Experience with AutoCAD drawings

·      Experience using AutoCAD.

Candidates must also be able to demonstrate the following competencies in their application and/or at interview:

Short-listing Process

 

  1. A short-list of candidates for interviews will be prepared on the basis of the information contained in the application form.  It is essential that all applicants demonstrate on their application form how, and the extent to which, they satisfy each of the Eligibility and Essential Criteria.

  2. Only those candidates who meet the Eligibility Criteria will proceed to the formal short-listing process.

 

  1. The candidates who meet the Eligibility Criteria will then have the information contained in their application forms assessed against the Essential Criteria.

  2. Where a specified period of experience is mentioned, it may be increased as a method of reducing numbers or in the event of a large volume of candidates the Desirable Criteria may also be used.

 

Reserve Panel

 

This competition will create a merit-based panel which will last 12 months. Similar opportunities that arise over the next 12 months will be offered to successful applicants in order of merit.
